Stamford-based housing authority Charter Oak Communities aims to insulate the residents of its properties against the potential for lease default or eviction by piloting a rent relief program that will allow its most vulnerable residents to avoid, or reduce, the accrual of unpaid rent liability. Charter Oak’s residents are overwhelmingly people of color, comprised primarily of African-American individuals along with those from Latin America and Caribbean nations who earn between 25% and 50% of the Area Median Income. The pilot program is underwritten by a pledge of matching philanthropic funds with Charter Oak Communities’ own resources on a 1-to-1 basis.
